A Life of Service. A Future Worth Protecting.
I’m James Morrison, and I’m running for Mission Viejo City Council, District 4, because Mission Viejo became our family’s home, and I want to protect what makes this city special while preparing it for the generations that come next.
For 13 years, Mission Viejo has been where my wife and I have raised our four children, built friendships, coached youth sports, served our community, and put down roots.
I believe Mission Viejo’s best days can still be ahead of us if we protect what works, listen to residents, make responsible decisions, and have the foresight to prepare for the future.
That is why I am running for City Council.
Mission Viejo Became Home
Orange County became home for me through my wife, who was born and raised just down the road in neighboring Lake Forest. Before settling in Mission Viejo, we lived in Lake Forest and Irvine while building our life and beginning our journey as a family.
Then, 13 years ago, Mission Viejo became home.
Today, we live just 11 minutes from the house where my wife grew up. Our children are being raised in the same corner of Orange County that helped shape their mother, and Mission Viejo is now shaping their lives and ours.
When I think about the future of this city, I think beyond the next election. I think about our children coming home after college, beginning careers, and building families of their own. I think about future grandchildren playing in our parks, enjoying our neighborhoods, and experiencing the same quality of life that made us choose Mission Viejo.
Mission Viejo became our home. I want to do my part to make sure it remains a home our children and, one day, our grandchildren will be proud to inherit.
A Background That Shaped Who I Am
I am the son of a Salvadoran mother and a first-generation Californian father. My upbringing gave me an appreciation for hard work, opportunity, perseverance, responsibility, and the different experiences that make up the American story.
Throughout my life, I have worked alongside people from different backgrounds, generations, cultures, professions, and perspectives. Those experiences shaped a principle at the center of my campaign:
Every resident deserves to know that their voice matters.
If elected to the Mission Viejo City Council, I will represent every resident of District 4, whether you voted for me or not.
You don’t have to agree with me on everything for me to listen, respect your perspective, and represent you at City Hall.
Leadership Begins With Service
Twenty-eight years ago, I raised my hand and took an oath to serve our country.
I went on to serve 14 years in the United States Army Reserve, including three deployments to Iraq.
Military service taught me that leadership isn’t about the title you hold. It is about accepting responsibility for the people you have been entrusted to lead.
The Army values of loyalty, duty, respect, selfless service, honor, integrity, and personal courage continue to shape the husband, father, professional, coach, neighbor, and leader I strive to be today.
Above all, the Army taught me a lesson I have carried throughout my adult life:
Leadership begins with service.
Service Beyond the Uniform
Some of my most meaningful community experiences have happened on a soccer field.
I had the privilege of coaching my oldest son, now 17, in Elite Soccer. Today, I have coached my sophomore and fourth grader through AYSO. I earned my U.S. Soccer D License to continue developing as a coach, with the goal of eventually coaching at the high school level.
For me, coaching is an opportunity to invest in young people and teach teamwork, discipline, resilience, accountability, leadership, and respect.
My community involvement extends beyond the field. I have served on a university alumni board of directors and boards of advisors, experiences that reinforced the importance of governance, collaboration, and accountability.
I also volunteer with colleges throughout Orange County, mentoring students as they prepare for careers and the next stage of their lives.
Service isn’t defined by the title you hold. It’s defined by what you’re willing to give.
Experience to Lead
As a Human Resources leader, my professional career has centered on people, organizations, strategy, and solving complex problems.
I have advised senior executives, helped organizations navigate significant change, developed leaders, managed competing priorities, and worked to build organizations that are effective, accountable, and prepared for the future.
That experience requires listening to different perspectives, analyzing complex information, challenging assumptions, managing resources, and understanding how decisions affect people.
Those skills matter in local government.
Members of the Mission Viejo City Council must understand budgets and long-term consequences, balance competing priorities, ask difficult questions, work collaboratively, and make decisions in the best interests of the residents they represent.
I believe my combination of military service, private-sector leadership, board experience, and community involvement has prepared me to contribute to the Mission Viejo City Council from day one.
Family Is My Why
Of all the titles I have held, none means more to me than husband and father.
My wife and I have four children at very different stages of life. Our oldest is attending the College of William & Mary. We also have a senior and sophomore in high school and a fourth grader.
And no introduction to the Morrison family would be complete without our three German Shepherds: America, Poppy, and Eleanor.
Like so many Mission Viejo families, our lives revolve around school, sports, work, college decisions, weekends on soccer fields, neighbors, and watching our children grow up much faster than we expected.
They are why the future matters so much to me.
The decisions we make today will determine the Mission Viejo our children inherit tomorrow.

My campaign for Mission Viejo City Council District 4 is built around three commitments.
Preserving Our Roots means protecting safe neighborhoods, public safety, fiscal responsibility, parks, infrastructure, community character, and the quality of life generations of Mission Viejo residents have built.
Living the Mission means ensuring our city government is accessible, responsive, accountable, and focused on serving residents.
Preparing for the Future means ensuring Mission Viejo is ready for tomorrow’s economic, technological, infrastructure, public-safety, emergency-preparedness, and workforce challenges and opportunities.
Twenty-eight years ago, I raised my hand to serve our country.
Today, I have raised my hand again, this time to serve the community my family calls home.
I have spent my adult life serving my country, leading organizations and people, investing in young people, serving my community, and raising my family.
Now I am ready to bring those experiences to City Hall.
If the residents of District 4 give me the privilege of representing them, I will bring the same commitment that has guided me throughout my life:
Listen first. Lead with integrity. Work hard. Never forget who I work for.
This election is about the Mission Viejo we leave to those who come after us, a city that honors what generations before us built, serves the people who call it home today, and prepares our children and grandchildren to build their future here.
